Roofers bid for solar work

A new solar-paneled roof financed by federal energy grant money will grace Wasco County’s historic medical building at 425 E. 7th St., The Dalles.
Six roofing companies bid between $323,000 and $428,000 Wednesday to demolish the failing pitched metal structure and replace the dilapidated flat asphalt roofing on the building, a former home to The Dalles Clinic.
At present, La Clinica Del Carino, a family medical practice, leases part of the building’s space, while the rest is earmarked for a new home for Wasco County’s 9-1-1 office and emergency operations center.
County staff will choose a roofing contractor next week, said Fred Davis, the county’s facilities operations manager. Since the bids were solicited through a request for proposals, the county is not obligated to automatically select the lowest bid, he noted.
“We’ll be able to look at and evaluate which is the best bid, based not only on price but also on which proposal best fits our vision and need,” Davis said of the six bids received.
Work is expected to start in mid-May and last about a month, he added.
“La Clinica will remain open as usual during construction, though there will be some changes in vehicle traffic flow,” Davis said.
More than 75 roofing contractors toured the building in recent weeks after the county issued a request for proposals in December, Davis said.
Then in February, the bids’ due date was extended after the Oregon Department of Energy announced a $490,000 grant to Wasco County to add a 20-kilowatt solar panel array and insulation on the roof. It was part of $6.5 million in federal funds awarded statewide for 66 energy efficiency projects involving public structures in Oregon cities and counties.
“It was the third highest amount awarded in the state,” said Tyler Stone, the county’s interim administrative officer.
Only Malheur County, which received $728,000 for City Hall lighting and heating, ventilation and air conditioning systems, and Benton County, which was awarded $491,000 for a solar array at its county fairgrounds, were granted higher amounts, according to the Oregon energy department news release announcing the American Recovery and Reinvestment Act grants.
Bids opened Wednesday at the Wasco County Board of Commissioners’ public meeting include:

—Spearhead Roofing, Klamath Falls, $407,000.
—Roof Toppers, Inc., Vancouver, Wash., $426,000.
—Quality Tile Roofing, Boise, Idaho, $428,222 and $434,910.
La Clinica’s presence in the former The Dalles Clinic building is the latest in a long history of medical offices at or near the same site. In 1937, The Dalles Hospital was built near there, according to a newspaper clipping from that time.
Wasco County’s Annex A and Annex B now occupy the former The Dalles Hospital building. Wasco County’s public health, emergency operations and several other offices are housed in the two annexes.
