April 20, 7:35 p.m. – Single vehicle rollover, injury crash, 79000 block of Morrow Road. Jerry Espeland, 55, Wamic, was the involved driver. Espeland was cited and released for medical reasons for driving under the influence of intoxicants and reckless driving.

Rescue

April 22, 6:37 p.m. – Personnel responded to the 1500 block of East 13th Street on a report of a picnic table fire. Upon arrival the fire was extinguished and there was no damage to the metal table. Investigation discovered that three area juveniles had set fire to some dry grass on the table. One of the juveniles was cited for reckless burning and released to parents; the other two were counseled.

Personnel responded to seven calls for emergency medical services on Friday, eight on Saturday, two on Sunday and six on Monday.

The Dalles City

Police responded to the 1700 block of Roberts Street Friday morning on a report of a vehicle prowler. Victim advised their vehicle was broken into overnight and items were taken; an unlawful entry into a motor vehicle report was taken.

Kenneth Scott Nyberg, 47, no listed address, was arrested Friday morning in the 500 block of West 9th Street and is accused of probation violation.

Thomas Dell Hagg, 35, no listed address, was arrested Friday morning in the 1100 block of Lewis Street on a circuit court warrant for first-degree sexual abuse.

Dylan Steven Klaviter, 21, 3525 Fax Rd., was arrested Friday afternoon in the 800 block of Snipes Street and is accused of first-degree criminal trespass. Jaime Lynn Mulvaney, 24, 806 Union St., was also arrested and is accused of first-degree criminal trespass and unlawful possession of methamphetamines.

Police responded to the 1400 block of West 8th Street Friday afternoon on a report of suspicious activity. Caller reported seeing an abandoned backpack near a transformer in the area. The bag was confiscated and belonged to a student.

Police responded to the 600 block of West 11th Street Friday afternoon on a report of loud music. Officer drove through the area and could hear music being played by a subject in their backyard but it was not too loud.

Police responded to the 500 block of Mt. Hood Street Friday afternoon on a report of an adult providing alcohol to minors. Officer checked the area and found no suspicious activity.

Police responded to the 2100 block of West 10th Street Friday evening on a report of a suicide. Mother called to report her juvenile daughter was acting out of control and threatening to take a large amount of medication. Contact was made with the subject who denied wanting to hurt herself and she just wanted attention from her mother. A counselor came to the location to counsel the subject of her actions.

A telephonic harassment report was taken Friday evening from the 2000 block of West Scenic Drive after a victim called to advise a female suspect continues to text him after being told not to. Suspect was warned about texting him and shortly after being warned she texted the victim; incident is under investigation.

Police responded to the 1800 block of Mt. Hood Street Friday evening on a report of telephonic harassment. Victim called to report a subject continues to text her daughter after being told to stop. The incident was logged and the suspect was warned.

Police responded to the 200 block of East 2nd Street early Saturday morning on a report of a restraining order violation. Victim advised a male subject she has a restraining order against came into an establishment while she was there. Contact was made with the subject who stated he was just picking up family at the bar and did not know the female was present nor did he have contact with her.

Seth Aaron Watson, 30, Portland, was arrested early Saturday morning in the 600 block of East 3rd Street and is accused of driving under the influence of intoxicants.

Police responded to the 1800 block of East 9th Street early Saturday morning on a report of loud music. Contact was made with a group of subjects at a residence who acknowledge their music was loud but they would keep it down.

A hit and run report was taken early Saturday morning from the 800 block of East 14th Street after a caller reported a vehicle ran into a yard causing damage to a fence and the vehicle. The fluid trail was followed and the suspect vehicle was found, a suspect was not found however. The incident is under investigation.

Police responded to the 400 block of East 4th Street Saturday morning on a report of a trespassing subject. Caller advised she woke up to a transient sleeping on her porch. Subject was contacted and given a ride to the hospital as he was complaining of leg pain.

An unlawful entry into a motor vehicle report was taken Saturday morning from the 300 block of Lone Pine Drive Saturday morning after a victim reported their vehicle was entered overnight and had some items taken from within.

Police responded to 600 block of West 2nd Street Saturday morning on a report of a suspicious subject. Caller reported observing an adult female urinate in public. Contact was made with the suspect who denied doing such activity.

Police responded to the 600 block of East 9th Street Saturday afternoon on a request of a welfare check. Caller advised observing subjects placing something suspicious in a heat pump of a neighbor’s home. Contact was made with the caller who was intoxicated. The neighbor was contacted and everything appeared to be fine, nothing suspicious was found near the heat pump.

A theft report was taken Saturday afternoon from the 500 block of Mt. Hood Street after an employee advised a subject came into the store and left with food without paying; the incident is under investigation.

A burglary report was taken Saturday afternoon from the 800 block of East Scenic Drive after a victim reported their home was broken into and had some items missing from within.

Police responded to the 1600 block of East 9th Street Saturday afternoon on a report of a suicide. Contact was made with the subject who was intoxicated and advised he had taken pills in an attempt to harm himself. He was voluntarily taken to the hospital for an evaluation.

A runaway report was taken Saturday evening from the 900 block of Pomona Street.

Police responded to the 2300 block of West 13th Street Saturday evening on a tip that a resident in the area was planning a large minor in possession party. Contact was made with an adult and a juvenile at the residence and they denied having a party planned. They were warned to cancel the party as units would be patrolling the area heavily.

Police responded to the 1700 block of West 10th Street Saturday evening on a report of a theft. Caller observed a juvenile subject steal a laptop from a vehicle in the parking lot. The vehicle was the youth’s family vehicle and no problem was found.

A dog bite report was taken Saturday evening from the hospital after a child was bit by their grandmother’s dog in the 500 block of West 14th Street.

A burglary report was taken Saturday evening from the 3300 block of West 10th Street after a victim returned home to find his home was entered and had something taken from within.

Police responded to the 800 block of Chenowith Loop Road early Sunday morning on a report of a prowler. Caller reported seeing a male subject peeking into vehicles. The area was checked and no subject was found.

Police responded to the 1000 block of Lone Pine Drive early Sunday morning on a report of loitering subjects. Contact was made with three subjects who were intoxicated and walking home.

Police responded to the 300 block of Union Street early Sunday morning on a report of a suspicious person. Employee advised a male subject was standing around the establishment for over an hour after the business had closed. Contact was made with the suspect who advised he was never at the business but was on his way home from another establishment in which he was kicked out of; no problem found.

Police responded to West 6th and Cherry Heights roads Sunday morning after a caller reported observing a drive run a red light and hit a street sign. The driver was found and counseled, no citation was issued but the elderly driver was put in for a retest for the DMV.

Police responded to the 500 block of Mt. Hood Street Sunday morning on a report of a customer being disruptive and bothering other customers. Contact was made with the subject who was advised to leave the store for the day but could return on a different day as long as he was cooperative.

Police responded to West 10th and Garrison streets Sunday morning on a report of found drug paraphernalia. Caller found a syringe in the middle of the street and needed assistance with disposing of it. The syringe was found and disposed of by police.

Police responded to the 1000 block of West 9th Street Sunday afternoon on a report of harassment. Caller reported her daughter was harassed by another juvenile the previous day. Victim declined to pursue charges but wanted the subject counseled. Officer will attempt to locate the suspect and counsel them on their actions.

Police responded to Sorosis Park Sunday afternoon on a report of a domestic dispute. Contact was made with a man and woman who were having verbal argument over their child; they went their separate ways.

Police responded to City Park Sunday afternoon on a report of an assault. Victim reported her juvenile son was poked in the eye by a teenager. Contact was made with all parties involved and it was determined this was an accident and no problem was found.

Police responded to the 2700 block of West 7th Street Sunday evening after an employee advised there were two subjects walking around the business parking lot and around the building. The suspects were located and identified. They advised they were visiting town and were going to hitchhike out of town.

Police responded to West 10th and Hostetler streets early Monday morning on a report of a subject sitting in a vehicle in front of a home. Contact was made with the subject who advised he locked himself out of his home and was sleeping in the vehicle.

Sharon Marie Gowdy, 50, no listed address, was arrested early Monday morning in the 3300 block of West 7th Street and is accused of probation violation.

An informational report was taken Monday morning from the 2900 block of Old Dufur Road.

Police responded to the 1100 block of West 2nd Street Monday morning on a report of a trespassing subject sleeping in a vehicle. Upon investigation it was determined that the property the subject was staying on did not belong to the caller.

Police responded to East 19th and Dry Hollow streets Monday morning on juvenile problem. Principal reported a juvenile subject had been involved in a physical altercation with his mother as she was trying to get him to come to school. Juvenile ran home and attempted to hide on the roof. Officer talked the subject off the roof and made arrangements to have the child meet with his church pastor.

A sexual assault report was taken Monday morning from the 400 block of East 7th Street; the incident is under investigation.

A criminal mischief report was taken Monday afternoon from the 1100 block of Eric Court after a property owner advised someone attempted to break a coin operated washing machine and damaged it.

A burglary report was taken Monday afternoon from the 1000 block of Garrison Street after a homeowner advised their shed was broken into and items were missing.

Police responded to the 1000 block of Pomona Street Monday afternoon after a victim reported their vehicle was hit overnight; the incident was logged.

A hit and run report was taken Monday afternoon after a victim reported that while he was in town over the weekend his vehicle was hit. It is unknown where the incident occurred.

Police responded to the 400 block of Jefferson Street Monday evening on a request for a welfare check. Caller reported her mother had told her she wanted to harm herself and is extremely intoxicated; mother has had past attempts of suicide. Contact was made with the subject who advised she was having a bad day and depressed but did not ingest any medication with the alcohol. She was voluntarily taken to the hospital for an evaluation.

Police responded to the 1500 block of East 9th Street Monday evening on a report of a domestic dispute. Contact was made with parents who advised their children were trying to start an altercation with one another. One of the subjects decided to stay with a friend for the evening to calm down.

Natasha Lynn Pardee, 22, 1501 East 11th St. Unit C, was arrested Monday evening in her home on a municipal court warrant for contempt of court.

A burglary report was taken Monday evening from the 1400 block of Nevada Street after a victim advised they returned home from out of town and to notice their home and been burglarized.

David Michael Foote, 52, no listed address, was arrested Monday evening at West 2nd and Webber streets on a municipal court warrant for second-degree failure to appear.

Police responded to East 12th and Kelly streets early Tuesday morning on a report of several juveniles roaming the streets with backpacks. The area was checked but no subjects were located.

Wasco County

An agency assist report was take Friday afternoon from the 800 block of Snipes streets after assisting city police arresting two suspects.

Deputy responded to the 3800 block of West 10th Street Friday afternoon on a report of a theft. Mother called to report a friend of her daughter had stolen something from her. Contact was made with the suspect and her mother who advised the victim gave them the item. The item was returned to the victim and no charges were pursued.

Deputy responded to Dufur Friday evening on a report of a vehicle full of people casing properties in the area. Deputy attempted to locate the vehicle but was not able to track it down.

Deputy responded to the 2900 block of East 2nd Street Friday evening after a subject was found slumped over in his vehicle. Martin Joseph Drake, 39, Kenmare, N.D/; was arrested and is accused of driving under the influence of intoxicants.

Deputy responded to the 5700 block of Highway 30 early Saturday morning on a report of a domestic dispute. Victim reported a male subject grabbed her neck and slammed her head against the door while she was holding their toddler. The male suspect fled prior to deputy arrival. A report was taken and the incident is under investigation.

Deputy responded to Tygh Valley early Saturday morning on a report of an alarm at a government building. The building was checked and all the entrances appeared to be secure.

Deputy responded to West 9th and Irvine streets Saturday morning on a report of trespassing subjects. Caller advised two subjects had stayed the night in the announcer’s booth at the riding arena. Male subject was trespassed from the property but the female subject had a membership; she was however cited in regards to a different cast.

Deputy responded to the 4500 block of Highway 30 Saturday afternoon on a report of a male subject shooting a gun towards the freeway. Contact was made with the subject who advised he was shooting a pellet gun in that direction. The premise was searched and the only gun found was the pellet gun; he was counseled on shooting in a safer direction.

Deputy responded to the 3800 block of West 10th Street Saturday afternoon on a report of an incomplete 911 call. Caller said they needed an ambulance but was extremely agitated and didn’t make much sense. The apartment was checked but no one was home. It was determined the subject were calling from a house in the city limits and everything was ok.

Deputy responded to the 73000 block of Highway 216 Saturday evening on a report of gun shots. Deputy patrolled through the area where the caller may have heard the shots and did not find anything out of the ordinary.

Deputy responded to the 4400 block Highway 30 Sunday morning on a report of animal abuse. Caller witnessed a pickup driving on the highway stop and kick out an animal carrier containing a cat. Deputy checked the area but did not find the vehicle, the cat was also not found.

Deputy responded to Emerson Loop Road Sunday afternoon on a report of an abandoned vehicle. The vehicle was located unsecure with the keys still in the ignition. Caller reported the vehicle had been there several weeks. The vehicle was marked.

A dog bite report was taken Sunday afternoon in Maupin after a victim reported what took place and that the owners of the dog may have had another incident recently with that dog biting another victim. A report was taken and is under investigation.

A found property report was taken Sunday afternoon in Mosier after a passerby located a purse. The purse was picked up for safekeeping.

Deputy responded to the 5400 block of Hawley Road Sunday evening on a report of a domestic dispute. Contact was made with the subjects who advised they were having a verbal dispute with one another. Man advised he would leave for the remainder of the evening.

Deputy responded to the 4100 block of Chenowith Road Monday afternoon on a request for a welfare check. Principal advised she was checking on a family who had a child who was truant at school. Principal could hear a baby in the home but had no answer from the mother and was worried that the baby was in the home alone. Deputy contacted the father of the baby and everything was ok.

Deputy responded to Dufur Park Monday afternoon on a report of loud music. Contact was made with the subject who acknowledged his music was loud and agreed to keep it down.

Deputy responded to the 4100 block of Chenowith Road Monday afternoon on a report of kids throwing rocks down the hill at vehicles. Deputy checked the area but no suspects were found.

Oregon State Police

A male driver was cited and released for possession of less than an ounce of marijuana during a traffic stop Friday afternoon on Interstate 84 eastbound at exit 84.

An agency assist report was taken Friday evening from the regional jail after assisting Wasco County on an arrest of a suspect for driving under the influence of intoxicants.

Kyle Eugene Coan, 26, Milwaukie, was arrested Friday evening during a traffic stop on Interstate 84 eastbound, milepost 79 on a Clackamas County warrant for parole violation and is also accused of providing false information to a police officer. Nicholas Humeku Crain, 22, Portland, was also arrested and is accused of unlawful delivery of ecstasy, unlawful possession of ecstasy, delivery of a controlled substance and possession of a controlled substance.

A found property report was taken Saturday evening on Highway 97 near milepost 3 after a folding boat was found in the middle of the highway.

A male driver was cited and released for a contempt of court warrant and driving while suspended during a traffic stop early Monday morning on Interstate 84 near milepost 140.

Jillian Christine Birdwell, 29, College Place, Wash., was arrested Sunday evening in Biggs Junction and is accused of endangering the welfare of a minor. Jason Dean La Cross, 37, Milton Freewater, was also arrested and accused of unlawful possession of marijuana, unlawful manufacturing of marijuana and endangering the welfare of a minor.

Regional Jail

Matthew Stephen Phillips, 20, 3625 West 8th St., was jailed Monday on a circuit court commitment for two counts of first-degree theft, second-degree theft, and nine counts of unlawful entry into a motor vehicle.

Mark Scott Bowlin, 49, Moro, was jailed Monday on a Sherman County court commitment for two counts of unlawful possession of methamphetamines and driving under the influence of intoxicants.

Kyle Jackson Bement, 31, Portland, was jailed Monday on a circuit court commitment for driving while suspended.

Jason Lynn Crouch, 36, Portland, was booked and released Monday on a circuit court warrant for probation violation.
