Accidents

February 16, 5:48 p.m. – Three vehicle, non-injury crash, 300 block of East 3rd Street. Officer assisted with the exchange of information between the three subjects, no report or citations were issued.

February 17, 3:51 p.m. – Single vehicle versus parked car, non-injury crash, 200 block of West 6th Street. Suspect driver was cited for no operator’s license and careless driving, the vehicle was impounded. A report was taken.

Wasco County

February 16, 9:33 p.m. - Deputy responded to the 79000 block of Dodson Road on a report of an accident, vehicle was discovered off the road but no subjects were around the vehicle. Deputy contacted area hospitals to see if anyone has come in with injuries from an accident. The vehicle was impounded and the crash is under investigation.

February 18, 2:18 a.m. – Single vehicle roll over, non-injury crash, 3600 block of Fifteenmile Road. Michael Charles Jesch, 42, 4700 Fifteenmile Rd. was the involved driver. Jesch advised he swerved off the road to avoid hitting a deer. He was arrested and is accused of driving under the influence of intoxicants and reckless driving. A report was taken.

Oregon State Police

February 16, 4:20 p.m. – Single vehicle, injury crash, Interstate 84 eastbound, milepost 71. Vaililo L. Moran, 41, Hood River was the involved driver. Moran was driving in the fast lane when a semi attempted to pass her in the slow lane causing her to hit the median. She was taken to the hospital for injuries sustained in the crash. A report was taken.

February 15, 3:30 p.m. – Crews responded to the 1000 block of East 1st Street on a report of a 20 by 20 grass fire. Upon arrival a small fire was found between the freeway and the dike. A transient was burning in the area to clear the property and had a water source and was monitoring the fire. Subject did not have a permit but was allowed to burn until dark.

Personnel also responded to eight calls for emergency medical services on Friday, three on Saturday, eight on Sunday, and four on Monday.

The Dalles City

A first-degree theft report was taken Friday morning from the 3500 block of West 6th Street.

Police responded to the 1700 block of East 10th Street Friday morning on a report of a violation of a no contact order. Caller reported a male subject came to her daughter’s apartment and was violating a no contact order doing so. Contact was made with the suspect and advised that there is actually no such order in the system. He was advised to stay away to prevent further issues.

Eunice Spino, 45, Lyle, was arrested Friday afternoon in the 2300 block of East 2nd Street and is accused of contempt of court.

Police responded to the 3200 block of West 10th Street Friday afternoon on a report of several juvenile subjects throwing rocks at vehicles. Area was checked but no subject was found.

An identity theft report was taken Friday afternoon at the police station after a victim came in to report someone was fraudulently using her identity.

Police responded to the 2800 block of West 7th Street Friday afternoon on a report of a trespasser. Property manager wanted an officer to stand by while serving exclusion papers to a resident. Suspect was warned that if she did not leave by the specified time she’d be arrested.

Ariel Michelle Kinsinger, 18, no listed address, was arrested Friday evening in the 500 block of Mt. Hood Street and is accused of third-degree theft.

Police responded to the 2700 block of West 6th Street early Saturday morning on a report of an assault. Contact was made with the victim who was lying in the grass in the area. He advised he was not assaulted just looking for a place to stay. Subject was warned of his conduct.

Police responded to the 700 block of East 11th Street early Saturday morning on a report of an unruly subject. Caller reported an intoxicated subject was at the residence and hitting people. Contact was made with the female victim who declined to pursue charges, suspect fled prior to officer arrival.

John Scott Frizzell, 49, no listed address, was arrested early Saturday morning in the 2500 block of West 6th Street and is accused of second-degree criminal trespass.

Joe Kenneth Henson, 35, 1006 Court St., was arrested Saturday morning in the 2000 block of West 9th Street and is accused of interference with a police officer, second-degree criminal trespass, third-degree criminal mischief, and third-degree escape. He was also arrested on a circuit court warrant for failure to appear and a municipal court warrant for contempt of court.

Police responded to the 2800 block of West 7th Street Saturday afternoon on a report of a trespassed subject. Property manager reported a subject was served with exclusion papers the previous day and was not yet gone. Contact was made with both parties and a civil agreement was made to extend the time the suspect had to leave.

Police responded to the 2700 block of West 7th Street Saturday afternoon on a report of a noise complaint. Caller advised a subject was playing music out of his car loudly in front of her apartment. Officers drove by but no music could be heard and the suspect vehicle was gone.

Police responded to the 3200 block of West 10th Street Saturday evening after a caller reported hearing a female subject screaming for help. Contact was made at a residence that was having a large birthday gathering. No problem was observed and they were warned of keeping the noise down.

Police responded to the 1200 block of Quinton Street Saturday evening on a report of an out of control juvenile subject. Contact was made at the residence with caller who advised the subject was yelling and screaming and causing damage to the home. Juvenile male was contacted and cited for second-degree disorderly conduct.

Police responded to the 800 block of Floral Court early Sunday morning on a report of an incomplete 911 call. Contact was made with the resident who advised he accidentally dialed 911. Police responded to the same location an hour later for the same issue and the subject was warned of misuse of 911.

Police responded to the 1700 block of West 6th Street Sunday morning on a report of a trespassing subject. Employee advised a subject came into the restaurant and had been in there for several hours and would not leave when asked. Subject was contacted and verbally trespassed from the business.

Police responded to the 500 block of East 3rd Street Sunday morning on a report of a male subject yelling at cars. Contact was made with the subject who was asked to move along and warned of his conduct.

Police responded to the 2100 block of West 10th Street Sunday morning on a report of an animal problem. Caller advised two stray pit bull dogs were roaming the area and they killed her cat. Dogs were located and returned to the owner. A report was taken and will be followed up by animal control.

Police responded to the 1000 block of Verdant Street Sunday morning on a report of a loud explosion in the area. The area was checked but nothing suspicious was located.

A criminal mischief report was taken Sunday afternoon from the 1100 block of East 12th Street after a victim reported their vehicle was keyed overnight.

Police responded to the 1400 block of East 10th Street Sunday afternoon on a report of an out of control juvenile subject. Subject calmed down and apologized to parents, incident was logged for information.

Police responded to Kramer Field Sunday evening on a report of a suspicious subject in the area. Female caller advised she was in the area when a male subject came out of nowhere and was asking for assistance. She screamed and fled the area on foot and made it to her vehicle. Police checked the area for the possible suspect but no one was found. No crime could be articulated by the victim.

Police responded to West 10th and Hostetler Way Sunday evening on a report of a male subject checking door handles in the area. Contact was made with a male transient who was in the area. He could not articulate where he was going or what he was doing. He was trespassed from the property.

Bradley Roy Schilling, 49, 1014 Garrison St., was arrested Sunday evening in his home on a Multnomah County warrant for contempt of court.

Police responded to the hospital Monday morning on a report of a subject that may be a danger to themselves. Officer made contact with the subject who did not meet the criteria of a police officer hold; he was released from the hospital.

Police responded to the 500 block of West 3rd Place Monday morning on a report of a trespassing subject. Caller reported a transient subject was on his property after previously being told to leave. Officer checked the area but no subject was found.

A second-degree criminal mischief report was taken Monday afternoon from the 900 block of East 8th Street after a victim reported their vehicle was marked with a sharpie.

Police responded to the 900 block of East 12th Street Monday evening on a report of a domestic disturbance. Contact was made with two adult brothers who had been in a physical altercation. Neither wished to pursue charges against one another. A female subject present was cited for possession of less than an ounce of marijuana. All were warned of their conduct.

Wasco County

Deputy responded to the 900 block of Irvine Street Friday afternoon on a report of a stolen boat. Victim reported she is in charge of her father’s estate and the boat had been taken within the last few days. She did not want to file a report as the boat was not worth much. Incident was logged.

A fourth-degree assault report was taken Friday evening from Tygh Valley after a victim reported he came home and someone shoved him off his unlit porch and ran off; incident is under investigation.

Deputy responded to Mosier Friday evening on a report of an incomplete 911 call. Upon ring back someone picked up the phone and hung it up. Contact was made with the resident who advised everything was ok, no problems were found.

Deputy responded to the 4200 block of Cherry Heights Saturday evening on a report of a welfare check. Caller reported that her boyfriend made suicidal threats to her earlier and was concerned. Contact was made with the subject who denied wanting to hurt himself. He advised he and his girlfriend were in a verbal argument but no threats by him were made.

Deputy responded to the 4100 block of Chenowith Road early Sunday morning on a report of a domestic disturbance. Female victim called to report a male subject threw her to the ground during a fight. Contact was made with both subjects and the male was cited and released for fourth-degree assault.

Eugene Michael Cloud, 33, Wishram, was arrested early Sunday morning in the 4100 block of Chenwith Road on a State of Oregon warrant for parole violation and a State of Washington warrant from being a fugitive of the state.

An unlawful entry into a motor vehicle and theft reports were taken Sunday morning from Mosier after a victim reported someone broke into their vehicle overnight and stole some items.

Deputy responded to the 3800 block of West 8th Street Sunday evening on a report of a domestic dispute. Female victim advised a male subject assaulted her leaving a large bump on her head and bruises on her arm. Suspect fled prior to deputy arrival. An assault report was taken and is under investigation.

A second-degree criminal trespass report was taken Monday morning from the Chinook Reservoir after an employee advised someone jumped the fence and broke into a pump house shutting off some valves.

An informational report was taken Monday evening from the 3800 block of West 10th Street after a mother reported her juvenile sons were fighting. Contact was made with the boys who were warned of their conduct. One of the subjects advised they would stay with a friend to cool off. Mother advised this was an ongoing issue. Report will be forwarded to department of human services for possible assistance.

Oregon State Police

Trooper initiated a traffic stop early Friday morning on Interstate 84 westbound, milepost 89 and made contact with a female driver. Driver advised she had no idea where she was going but voices in her head told her to drive to Portland. She was taken to the police station and released to a family member.

A male passenger was cited and released for possession of less than an ounce of marijuana Friday afternoon during a traffic stop on Interstate 84 eastbound, milepost 88.

A male driver was cited and released for possession of less than an ounce of marijuana during a traffic stop Sunday evening on Interstate 84 eastbound, milepost 87.

Timothy Martin Brennan, 37, 317 East 7th St., was arrested Sunday afternoon during a traffic stop on Interstate 84 eastbound, milepost 84 and is accused of driving while suspended.

A female driver was cited and released for no operator’s license Sunday evening during a traffic stop on Interstate 84 westbound, milepost 82. The vehicle was impounded.

Juan Carlos Barajas Cardenas, 39, 428 Summit Ridge Dr., was arrested early Monday morning during a traffic stop on Interstate 84 eastbound, milepost 82 and is accused of driving under the influence of intoxicants.

Gilliam County

Rusty Russell Mapes, 40, Portland, was arrested Friday evening during a traffic stop on Interstate 84 eastbound, milepost 47 and is accused of unlawful possession of marijuana and endangering the welfare of a minor. Kitty D’Ann Mapes, 33, Portland, was also arrested and is accused of unlawful possession of marijuana and endangering the welfare of a minor.

Regional Jail

Michael Ray Lackey, 35, Portland, was processed at the regional jail Friday on a Sherman County court commitment for driving while suspended.

Tyler John Harney, 20, Los Altos, Calif., was processed at the regional jail Friday on a Sherman County court commitment for probation violation.
