Requiring Wasco Co. property owners to finance the maintenance of our roads makes as much sense as asking those who have no property to do so.
There is no debate about the need for a new revenue source for our roads. The question should be, how do we collect the revenue from those that use the roads?
Fuel taxes and vehicle registration fees come to my mind. Registration fees are capped at $43, so they can’t provide all of the revenue requirements but they could provide a sizable portion of our needs. A 10- cent fuel tax would contribute about $100,000 annually. Both of these methods are transparent and representative of road usage.
A property tax levy will have winners and losers, with little hope for any correlation between road use and those that pay for them.
