A federal court has approved an agreement that salmon advocates hope will lead to cooler water in rivers for salmon in Oregon. But whether that turns out to be the case remains a muddy question. The court struck down Oregon water temperature standards that make allowances for warmer waters that are not the result of discharges from factories and water treatment plants.
