THE DALLES Planning Commissioner Mike Zingg, front, carries a notebook away from Monday’s bus trip that was arranged by Dick Gassman, back, the director of the city planning department. The tour took a little more than one hour and provided riders with a view of streets on the east and west ends of town that are more primitive. The question facing the commission is whether these arterials should be upgraded to include curbs and sidewalks and, if so, how those improvements will be financed. The commission is currently taking a look at street standards and the fees that are charged to landowners for development to determine if they are fair and realistic or need modification.
